I never have that patient to do those pritty backgrounds... I'm sorry, I can't make it better..... that's becoz I'm not patient enough to do details for background... so I just draw this fuzzy background Well, this one's for He requested me to draw a fighting scene between a knight and an assassin... so here it is... Okay, firstly I use brush tool to draw the fog (use gray color) and then I use smudge tool to smudge the fog's edges to make it looks a bit cloudy ^^
After that I use burn tool to make the fog's shadow (pay attention to where the light's coming from too, scrub the burn tool opposite the lights direction)
Then I use dodge tool and scrub it along the fog's edges on where the light's coming from.
You might want to smudge it a lil bit more to make it looks more real
Finally I adjust the transparency around 80% or 90%
And TADDA~! the fog is done
There you go, I hope you could understand my explanation... I'm not good in English...
Remember, all the explanations above should be done in Photoshop. I don't know what that would be if you use another software
